Who's Behind the 'Vote NO on Incumbent' Sign in Snellville?

With Election Day nearing, a new political sign has popped up on at least one street in Snellville.

Drivers can see a sign off Scenic Highway near Highway 78 that reads:

"Nov. 5th Vote NO on incumbent
Snellville needs change."

The sign was addressed publicly in a question asked to candidate Barbara Bender at the Snellville City Candidate Forum last Tuesday (Oct. 29). She was asked what her opinion was on the sign.

She explained that the two "candidate teams"--herself, Mayor Pro Tem Tom Witts and Councilman Bobby Howard on one team, and Councilman Mike Sabbagh, Dexter Harrison and Alisa Boykin on the other--each have a mixed bag of incumbents and newcomers, so it's up to the citizens to decide who to vote for.

Considering each team has at least one incumbent on the city council, who do you think is behind the sign? Is it possible that the creator isn't necessarily on a "side"?
