Is Alisa Boykin A Legal Candidate?

By Kenneth Stepp

Last week we filed a complaint with the elections board chair in Snellville. We filed an open records request with the Secretary of State's office on her and others. I'm seeing some others, like Matt Laughridge, running for the senate in Cartersville Ga, who we filed at the same moment on, is in the news about to be disqualified for the exact same thing. As a matter of fact. The Boykin/Laughridge, document came back together. We have not seen a peep on Patch about this. So I will write it, and send it out on our social media instead.

Here is the body of the complaint below

Dear Melisa Arnold, Snellville Election Supervisor

I am writing to you as a citizen of the City of Snellville concerned about the ethics of the leaders of our City.

Alisa D. Boykin has filed as a candidate in the upcoming election for City Council Post 3. Attached is a document containing proof that Alisa D Boykin has not been a resident of the city for twelve months as required. Georgia law requires citizens to update the address currently listed on their driver's license before 30 days passes after a move to a new address.

The attached voters registration records clearly state that Ms. Boykin updated the address on her drivers license on August 26, 2013 to the Snellville address. It is clear that either Ms. Boykin did not live in the City of Snellville before June 26, 2013 and that she is in violation of Georgia state election law OCGA 21-2-6.

The remedy would be for Ms. Boykin to provide documented proof that she has lived at 1888 Englewood Way, Snellville, GA 30078 for the required 12 month period. Documents in her husband’s name may not be sufficient.
As a citizen of Snellville, I am asking Ms. Boykin to produce this proof or to withdraw from the election immediately. Please advise me of your findings and recommendations for remedying this is also in violation of the city charter.

Sincerely,xxxxxx xxxxx xxxxx xxxxx
Snellville, GA 30078

From Kenneth Stepp, Georgia/Gwinnett Ethics Inc

I filed an open records request and have verified Alisa Boykin wrote the Loganville address on her voters registration less than a year ago. This is a state document we are all required to write factual information about ourselves on. I also verified the information that Alisa Boykin did indeed have her drivers license changed to the Snellville address on August 26th, 2013. So she was either in violation of Georgia law, or has appeared to have committed fraud by filing and qualifying to run for the councilman’s seat this election. As an ethics group. We would like to know which laws were violated and when. I will forward the open records info upon your request. Thank you in advance.

Failure to change the name or address shall not deem the license invalid. The commissioner may determine the locations at which applications shall be accepted for applications due to change of name or address. Without limiting the generality of the foregoing, it is specifically provided that the commissioner may designate county tag agents, if they so agree, as agents of the department for this purpose.
