Rescinding the Approval of an Ethics Complaint Against a Councilman: What's on the Snellville City Council Agenda

The meeting starts at 7:30 p.m., with a work session before at 6:30 p.m.

The Snellville mayor and city council will meet Monday (Sept. 23) for its second regular meeting and work session of the month. 

The work session will take place at 6:30 p.m. in conference room 145 of Snellville City Hall, with the regular city council meeting following at 7:30 p.m. in the council chambers.

The topics on the agenda are: 

-The reconsideration, discussion and action to rescind the approval of the order of declaratory judgment by George Anderson.

Last year, Anderson, an ethics watchdog, had filed an ethics complaint against Mayor Pro Tem Tom Witts. At the last city council meeting, Snellville City Attorney Tony Powell read a formal apology from Anderson that said he had dropped the complaints since he had no basis for them. The city approved the order 4-2, with Mayor Kelly Kautz and Councilman Mike Sabbagh voting against it. 

Kautz has brought the reconsideration forward for this Monday's meeting "in light of the fact that no consent agreement has been reached and the matter has been scheduled for a hearing on Oct. 4, 2013," according to the agenda. 

-A second item on the agenda follows the same issue: the discussion, consideration and action on ethics complaint filed against Witts and Councilman Dave Emanuel, by Anderson alleging violation of the city of Snellville and state conflict of interest statutes. 

Anderson also is listed to publicly speak during the Public Comments portion of Monday's city council meeting. 

-Amend the City Code of Ethics Procedure of filing complaints and determining a cognizable claim

-Approval to send the 2014-2019 short-term work program update to the Atlanta Regional Commission for Review
